چکیده

Public Self-Insurance and the Samaritan’s Dilemma in a Federation Tim Lohse and Julio R. Robledo* Motivated by recent disasters, this paper analyzes the risk sharing aspect in a federation. The regions can be hit by a shock leading to losses that occur with an exogenous probability and in a stochastically independent way. The regions can spend effort on selfinsurance to reduce the size of the loss. Being part of a federation has two countervailing welfare effects. On the one hand, there is the well known welfare increase due to risk pooling. On the other hand, the self-insurance effort is a public good, because all regions benefit from the reduction of the loss. There exists a Samaritan’s dilemma kind of effect whereby regions reduce their self-insurance effort potentially leading to an overall welfare decrease. The central government can solve this dilemma by committing to fixed rather than variable transfers. This induces regions that behave non-cooperatively to still choose the efficient level of self-insurance effort.

Does the Samaritan’s Dilemma Matter? Evidence from Crop Insurance

The theory of the Samaritan’s dilemma posits a downside to private or public charity: recipients may begin to rely on free aid instead of their own efforts. An important application is government aid. When the government acts as an “insurer of last resort”, potential beneficiaries may reduce private insurance coverage and instead rely on the government to bail them out. This phenomenon can incr...

Altruism in the Principal-Agent Model: The Samaritan’s Dilemma Revisited∗

We analyze the Samaritan’s Dilemma problem in a principal-agent setting in which transfers from an altruist to the agent have an effect on the agent’s contractual relationship with the principal. We show that the presence of the altruist can affect the terms of the principal-agent contract in a way so that the standard inefficiency result of effort underprovision in the Samaritan’s Dilemma cont...

Efficiency-Enhancing Signalling in the Samaritan’s Dilemma

Suppose an altruistic person, A, is willing to transfer resources to a second person, B, if B comes upon hard times. If B anticipates that A will act in this manner, B will save too little from both agents’ point of view. This is the Samaritan’s dilemma. The logic of the dilemma has been employed in an extensive literature, addressing a wide range of both normative and positive issues. This pap...

Transfers in cash and in-kind: Theory meets the data

We review theoretical explanations for in-kind transfers in light of the limited empirical evidence. After reviewing the traditional paternalistic arguments, we consider explanations based on imperfect information and self-targeting. We then discuss the large literature on in-kind programs as a way of improving the efficiency of the tax system and a range of other possible explanations includin...

An Axiomatic Approach to Bounded Rationality in Repeated Interactions: Theory and Experiments

This paper proposes an axiomatic approach to study repeated interactions between two boundedly rational players. Several axioms are presented: individual security; (strong and weak) collective intelligence; and internal stability. We characterize the axioms’ solutions and payoffs, classify stage games by the degree of sophistication required to satisfy strong collective intelligence, and presen...
